Rice, oats, Grahm / chick peas and potatoes can be used if you can not tolerate wheat.

It depends if you can not eat wheat, or if you do not eat gluten. If it's just flour used misspelled. It is a good substitute. If you can not have gluten, it is more complicated. I work in a bakery where they bake amazing cakes without gluten, which is really hard to find. People drive for hours to get there. It uses a combination of tapioca, rice and some other meals, discovers himself.
